Which valve would be considered your primary isolation point in double block and bleed isolation?

When isolating a vessel or pump using the double block and bleed system, would the upstream valve of the bleed point be considered your primary isolation or the downstream valve closest to the vessel or pump? I cannot find a standard or suggestion on this anywhere
