What happen if well control cannot be achieved with perforation of the riser and seawater hydrostatic head?

When Hydrostatic Pressure is not sufficient to kill the well, what would happen if well control cannot be achieved with perforation of the riser and seawater hydrostatic head?

You should make sure that capping stack installation procedure is in place if well control by hydrostatic head via perforation is not viable.
