When hydrate formed and the inability to obtain seal to capture hydrocarbons with capping stack on a TLP, what would one do to prevent if the oil release cannot be capture?

You should ensure sufficient supply of hydrate inhibitor is available if required during capping stack installation. Ensure capping stack is deployed quickly once entering the well's vicinity in order to minimize time for hydrate formation. And the ability to inject methanol/glycol.
