Surge control valve sizing criteria

Can anybody share compressor surge control valve sizing criteria?

Valve must reduce the pressure across the compressor by half in the same time as the compressor loses 30% of its speed (fan law).
About 50% of the recycle valve capacity should be attributed to depressurize the discharge volume trapped between the compressor, check valve, and recycle valve as shown in figure below in red:

Rest of the of the recycle valve capacity (50%) will recycle the gas flowing across the compressor.If the discharge volume is to large then a hot recycle may be considered as shown below:

Although, the large recycle valve may be required to avoid the surge but unfortunately it can create controlablity issues during partial recycle.
