Should all flanges be verified as leak tight with nitrogen with trace gas of helium to a pressure of 0.9 x PSV setting?

Propose to not include a tightness verification leak test using nitrogen with trace gas of helium to a pressure 0.9 x PSV setting. It should include gross leak test using only nitrogen to 100 psig (7 barg).
