Reserve of water ballast greater than 5% of the TLP payload condition?

Is it acceptable as an industry practice to request the contractor to design the TLP Hull with a Ballast Reserve of Water with at least 5% or more of the worst payload condition?

That design requirement will certainly add extra cost and weight to TLP hull. That is an extremely conservative percentage, which will result in increased hull size and steel to support the ballast water. The design requirement should be following Class and regulations. It is generally industry practice to recommend a fixed ballast reserve, instead of the fixed percentage of TLP displacement.
