Is FPSO Contractor responsible for installation and pre-commissioning of the Fluid Transfer Line (FTL) and FTL's umbilical?

In my opinion, FPSO Contractors are typically not responsible for installing or performing pre-commissioning of the FTL or FTL's related equipment.
