Fire Water Pumps be sized to provide water to the single largest credible fire scenario on FPSO?

Should Fire Water Pumps be sized to provide water to the single largest credible fire scenario (both for cooling, e.g. deluge and for fire-fighting, foam generation) including escape routes.

The followings are being considered:

  • The deluge systems should be able to provide protection to the FPSO topside process areas and all escape routes and stairways. 
  • Release of deluge in any fire zone should automatically initiate the release of deluge on the associated platform escape routes.

It is not typical to include firewater pump sizing to provide deluge for escape routes. Firewater pump sizing should be detailed in EPC Company's Active Fire Protection Philosophy and Fire Zone Philosophy. Deluge on escape routes poses an increased safety risk for personnel attempting to use those escape routes by hindering visibility and creating additional slipping hazards. The design should provide for sufficient escape routes and redundancy to allow safe egress and access to any event area without need for deluge. Maintaining the requirement for deluge on escape routes will not only have a negative impact on safety, it will also have a cost increase.
