Drilling riser systems can be excluded from sour service requirements per ISO-15156?

As per ISO-15156-2:2009 Table 1, Drilling riser systems can be excluded from sour service requirements. Can someone comment?

The inner and outer drilling riser should be designed for sour service as "Materials to use in H2S containing environments in oil and gas production." All carbon or low alloy steel should consider sulphide stress cracking (SSC) region 3 irrespective of the service conditions.
