Job Duties:

  • Engage with the NEOM project team and its design partners to determine the applicable concrete requirements, standards, and needs.
  • Engage with the concrete materials supply chain to assess regional and local practices as well as material availability, including opportunities for the use of recycled materials.
  • Identify and assess opportunities to reduce the expected carbon footprint of NEOM concrete construction through reduced usage, increased durability, innovative materials/mix designs, and increased use of recycled materials.
  • Develop a business case for transforming concrete construction on the NEOM project in partnership with the local/regional supply chain.
  • Assist the NEOM project team in the development of a strategy for implementing innovative concrete construction.
  • Develop a program for monitoring and evaluating the transformed concrete construction program.
  • Provide technical and administrative guidance to assigned team members, including consultants, in the management of the relevant activities.
  • Champion the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project.

Essential Technical Skills:

  • Bachelor’s Degree in civil engineering or equivalent from an accredited university required.
  • Minimum of 12 years progressive experience in concrete materials,, design and construction.
  • Working knowledge of concrete technology, including
  • Materials and mix design
  • Plant processes, including storing, proportioning, and mixing
  • Placement and compaction technologies
  • Material properties and quality control
  • Performance and durability
  • Working knowledge of international standards and codes relating to concrete materials.
  • Experience estimating all aspects of concrete projects, including preparation of life-cycle cost analyses.
  • Familiarity with the latest concrete material innovations and industry trends, the use of recycled materials and design/construction innovations
  • Strong English language communication and report writing skills.
  • Proficient in the use of the Microsoft Office suite of software.

  • Industry or academic experience and be looking to broaden their planning and technical skillset within the KSA NEOM context.
  • Able to identify and solve problems, ask questions to understand the needs and requirements of the client, and other relevant entities in order to provide planning advice, and feasible technical solutions in a multi-stakeholder context.
  • Able to work within a multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
  • Self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
  • Flexible and adapt to working in a demanding Project Management Organization (PMO) environment, including the need to travel and work remotely if / when required.

Preferred Technical Skills:

  • Advanced degree(s) or similar post-graduate education with emphasis in concrete materials and sustainability strongly preferred.
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
  • Relevant experience in the KSA and a sound understanding of the cultural norms and requirements of the region.
