The primary function of this position is to provide day to day oversight of the Rockies business unit Risk Engineers, support, develop and implement the business unit Risk Management Programs and provide risk engineering support to the other domestic operations business units as needed. This will be a working lead position responsible for specific goals and tasks.


  • Provide oversight, guidance and support to the Rockies Risk Engineering Team
  • Serve as the subject-matter-expert (SME) with regards to the requirements and programs required to manage HES risks  
  • Lead/participate/validate risk assessments such as HAZOPs, What-Ifs using CMEA methodology to advise business unit functional departments in resulting actions and measures completion 
  • Assist business unit teams in process design reviews and identification of issues at conceptual stage and serve as the HES Risk representative for assigned projects
  • Conduct/validate dispersion modeling using in-house tools and facilitate facility siting and detailed quantitative risk assessment studies via third party contractors as needed
  • Lead the development, implementation, oversight and sustainability of the Risk Management Program elements 
  • Lead the development and implementation of tools used to analyze HES risks and exposures 
  • Conduct/manage QC self-audits of business unit’s HES Risk Management Programs to provide an evaluation of business unit’s efforts to comply with Company policies, standards, and procedures 
  • Conduct HES Risk Engineering/process safety related training for business unit personnel 
  • Participate/support business unit process safety/risk related incident investigations 
  • Support the development and implementation of optimal HES risk mitigation strategies and methodologies
  • Implement and manage the business unit’s HES risk reporting processes to Occidental Oil & Gas Corporate HES Risk
  • Represent business unit issues effectively to contractors, vendors, partners, and external groups
  • Ability to travel for project/assignment/ Asset team support (20-30% estimated travel time)



Bachelor’s degree in Engineering (preferably Mechanical or Chemical)

Professional/Technical Knowledge:

  • Demonstrates a sound working knowledge and ability to apply all technical principles, theories, and concepts within the risk engineering function
  • Demonstrates a sound understanding by performing risk engineering studies by utilizing company/industry experience
  • Demonstrates a sound working knowledge of analyses to identify solutions to technical problems
  • Demonstrates knowledge of Risk tools such as Safer TRACE, PHAST, and other dispersion modeling software
  • Demonstrates knowledge of risk engineering by participating in developing strategic risk mitigation options for management consideration
  • Limited supervision, self-motivation required

Professional/Technical Qualifications/Licenses/Certifications:

Demonstrated leadership in implementing safety, environmental and health practices and ability to assume HES leadership role as necessary – Desired

Demonstrated self development activities – continued education, participation in special projects etc. – Desired


8+ years working experience in HES risk engineering, process safety and loss prevention, preferably in oil and gas operations

Skills & Competencies:

  • Strong knowledge of OSHA PSM, and EPA RMP standards
  • Strong Knowledge of risk assessment methodologies
  • Strong knowledge of dispersion modeling software packages 
  • Strong knowledge of facility siting methodologies and approaches 
  • Working knowledge of relevant API/ASME/NACE/NFPA standards 
  • Strong computer skills, including Word, Excel, Power Point
