Scope:

The purpose of this position is to provide the essential administrative processes, technical knowledge, and direction as listed. This position has oversight of a specific area, and acts as a representative of the department ensuring technical accuracy in project execution in all phases. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position serves as a technical authority on assigned projects or performs engineering assignments of any complexity.

Principal Job Duties and Responsibilities

  • Translate global strategic initiatives into procedures to be implemented on pursuits and projects
  • Act as a leader in applying Cost Competitive Execution techniques and develop the most cost- effective total Design Services solution for the discipline engineering work
  • Develop and Build external relationships with Design Firms and interface closely with other Consultants
  • Evaluate and recommend potential Design Service firm(s) based upon sound understanding of scope of work expertise and alignment with Project scope
  • Work closely with Estimating to develop Design Deliverables list for pursuit effort
  • Negotiate Design Services fee structure and deliverables schedule
  • Provide oversight and support for Project Design Management during Project Execution
  • Prepare / review scope of work, specific to Design Services
  • Support and estimate activities
  • Deliver quality work, and adhere to the Operating System Requirements (OSR)
  • Execute project work in accordance with approved Activity Plans
  • Adhere to industry codes and standards as well as department practices and procedures
  • Participate in and promote the use of Fluor’s knowledge management portals and communities
  • Participate in Fluor University® as necessary to follow the curricula as outlined in the Functional

Development Frameworks

  • Promote and support the project value creation effort
  • Engage Fluor’s global community, promoting a OneFluor mindset
  • Serve as Supervising Lead providing guidance/supervision to other leads
  • Direct and oversee audits and peer reviews
  • At the direction of the Department Manager, participate in recruiting and hiring activities
  • Assist in the development of department standards, procedures, practices, and guidelines
  • May promote company branding by active participation in external technical organizations and

Code committees and present technical papers or presentations through Fluor’s P4 process

  • May serve as member on an external organization or Code committee’s steering or technical

board

  • Typically manage personnel and provide an environment for the development and professional

advancement of staff members, including on-the-job and formal training and development

opportunities, timely performance feedback, and performance appraisal input and counseling

  • Leverage internal and external resources to administer policies and procedures consistently

across all business lines, functions, and locations

  • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and

recommend/implement appropriate course of action

  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and

timely manner, set priorities, and meet critical time deadlines

  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
  • Effectively develop and apply the Core Skills to the job
  • Travel to attend business related matters as required to satisfy the job requirements
  • Meet expectations on attendance and punctuality

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in engineering field of study and twenty (20) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

  • Professional registration and active participation in technical society
  • Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
  • Effort-hour estimating and staff forecasting
  • Managing and leading a large project
  • Practical field experience
  • Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
